New Provincial Attestation Letter (PAL) System for International Students in British Columbia

Updated: Apr 10

British Columbia has introduced a Provincial Attestation Letter (PAL) system effective March 4, 2024, aligning with federal changes for international student study permits. This move comes in response to the guidelines set by Immigration, Refugees and Citizenship Canada (IRCC) on January 22, 2024.

It introduces a requirement for international students to obtain a PAL as part of their study permit application, confirming their acceptance within the set provincial or territorial quota. This change underscores the government's commitment to managing international student admissions while aligning with national immigration policies.

The Process:

To obtain a Provincial Attestation Letter (PAL) in British Columbia, an international student first needs to be accepted by a Designated Learning Institution (DLI) in B.C. The DLI then requests a PAL from the provincial government on behalf of the student. This request is based on the institution's allocated quota of international students. Once the PAL is issued, the student includes it with their study permit application to IRCC as proof of compliance with the new regulations.

Key Changes:

  • Requirement of PAL: International students need a PAL to apply for a study permit, confirming their acceptance within the province's study permit quota.

  • Role of Designated Learning Institutions (DLIs): DLIs in B.C. must request PALs from the provincial government based on their allocated quotas.

  • Impact on Study Permit Applications: The system influences the number of international students each institution can accept, as part of the federal government's overall strategy for managing international student admissions.Focus on a made-in-B.C. solution aligning with the province's unique environment.

Conclusion:

The implementation of the Provincial Attestation Letter (PAL) system is a pivotal development for international students planning to study in British Columbia. It reflects a commitment to align with national immigration policies while managing student admissions effectively. As these changes unfold, it's essential for students and educational institutions to stay informed and adapt accordingly.
